This WoW Forever Paladin leveling guide takes you from level 1 to 60 the fast way: as Retribution, with a two-handed weapon, Seal of Command and a Judgement on every pull. It covers the full Paladin leveling talent build - every one of the 51 points, level by level - the reasons behind each choice, your seal and judgement rotation, the spells to train, the consumables worth carrying, where to quest, and the tips that make a Paladin one of the hardest classes to kill while leveling in World of Warcraft: Forever.
Paladins changed a lot from the original game. Every Paladin now has Holy Strike from level 6, Judgement no longer uses up your Seal, Consecration and Blessing of Kings are trainer spells instead of talents, and the Retribution tree has new talents such as Sacred Arbiter, Sanctified Judgement, Champion of the Light and Twist of Light. This guide uses the latest talent trees, from WoW Forever beta client build 1.60.1.70630.

Paladin strengths and weaknesses while leveling
Before the build, it helps to know what you're working with. A Paladin doesn't kill the fastest, but it almost never dies - and with WoW Forever's new Retribution talents, it kills a lot faster than it used to.
Strengths
- Plate and heals. You wear the best armor in the game and can heal yourself to full between pulls.
- Emergency buttons. Divine Protection (6), Lay on Hands (10) and Divine Shield (34) save you from almost any bad pull.
- Holy Strike from level 6. "An instant strike that causes 25% weapon damage plus an additional 2 to 4 as Holy damage." A second attack button from very early on.
- Judgement keeps your Seal. "Unleash the energy of a Seal spell upon an enemy. Does not consume the Seal. Refer to individual Seals for Judgement effect." You don't have to recast your Seal after every Judgement.
- Blessings and auras. Blessing of Might (4), Blessing of Kings (20) and your auras make you - and your group - stronger.
- Group demand. A Paladin can heal dungeons, and blessings are welcome in any group.
Weaknesses
- Mana. Seals, Judgements and heals all cost mana, and you'll drink often before Sanctified Judgement.
- Few ranged options. You have to walk to every mob, and runners need Hammer of Justice or Seal of Justice.
- Slow early levels. Before Seal of Command at 20, a Paladin kills slowly.
- Weapon-dependent. Your damage depends heavily on your two-handed weapon, so a slow, hard-hitting upgrade matters a lot.

1/1Twist of LightOpen it in our talent calculator - the level 60 Paladin leveling build - to read every tooltip. The calculator links in each bracket below show the build at that level.
WoW Forever gives you your first talent point at level 10 and one more every level after that - 51 points by 60. Each row of a tree needs 5 more points in that tree before it opens, so the bottom row of the Retribution tree, Twist of Light, needs 30 points in that tree. Talents that teach a new ability put it straight into your spellbook.
Levels 10 to 20: Benediction, Conviction and Seal of Command
Points: 11, all Retribution - level 20 build.
- 10-14: Benediction 5/5. "Reduces the Mana cost of all instant cast spells and abilities by 10%." Seals, Judgement, Holy Strike, Consecration and your blessings are all instant, so they all cost less - that adds up to a lot of mana over a quest zone.
- 15-19: Conviction 5/5. "Improves your chance to get a critical strike with melee attacks by 5%." Five percent more melee crit - and crits power Vengeance later.
- 20: Seal of Command. "Gives the Paladin a chance to deal additional Holy damage equal to 70% of normal weapon damage. Only one Seal can be active on the Paladin at any one time. Lasts 30 sec. Unleashing this Seal's energy will judge an enemy, instantly causing 68 to 73 Holy damage, 137 to 145 if the target is stunned or incapacitated." Your main leveling Seal from now on.
At 20 you also learn Consecration, Exorcism, Flash of Light and Blessing of Kings. Until then, use Seal of Righteousness (1) or Seal of the Crusader (6), and Judgement from level 4.
Why not Divine Strength first? Five points for 10% Strength is good, but it's in the Holy tree, and every point there delays Seal of Command and Retribution's later talents. You pick it up at 44.
Levels 21 to 30: Improved Judgement, Pursuit of Justice and Sacred Arbiter
Points: 10, all Retribution - level 30 build.
- 21-22: Improved Judgement 2/2. "Decreases the cooldown of your Judgement ability by 2 sec."
- 23-24: Pursuit of Justice 2/2. "Increases movement speed and mounted movement speed by 15%. This does not stack with other movement speed increasing effects." Fifteen percent faster on foot and mounted - a huge time saver before your first mount.
- 25: Sacred Arbiter. "Increases the damage of your Holy Strike ability by 20% and causes it to refresh all Judgement effects on the target." Holy Strike now hits harder and keeps your Judgement on the target.
- 26-28: Vindication 3/3. "Gives your damaging melee attacks a chance to reduce the target's Attack Power by 204, and increase your Attack Power by 3% for 30 sec." Mobs hit you softer, and you hit them harder.
- 29-30: Sanctified Judgement 2/3. "Gives your Judgement ability a 66% chance to return 40% of the Mana cost of the judged seal."
Seal of Justice (22) stops runners, and Seal of Light (30) heals you as you fight. Concentration Aura (22) helps if you're healing in a group.
Why Pursuit of Justice so early? It's two points for 15% more speed everywhere, and leveling is mostly running between mobs and quest givers. It pays off on every single quest.
Levels 31 to 40: Vengeance and Twist of Light
Points: 10, all Retribution - level 40 build.
- 31: Sanctified Judgement 3/3. "Gives your Judgement ability a 100% chance to return 60% of the Mana cost of the judged seal." A big mana refund on every Judgement.
- 32-34: Vengeance 3/3. "Increases your Physical and Holy damage dealt by 3% for 30 sec after landing a non-periodic critical strike. Stacks up to 3 times." With Conviction, this stays up most of the fight.
- 35-37: Two-Handed Weapon Specialization 3/3. "Increases the damage you deal with two-handed melee weapons by 6%."
- 38-39: Holy Conduit 2/2. "Reduces the mana cost of your Consecration, Holy Wrath, Exorcism, and Hammer of Wrath spells by 40%." Cheaper Consecration for groups of mobs, and cheaper Exorcism.
- 40: Twist of Light. "Reduces the Mana cost of your Seal spells by 20%, and when you replace your Seal of Command, Seal of Righteousness, Seal of Fury, or Seal of Justice with a different Seal, you gain an Echo of that Seal. Your next melee attack applies the replaced Seal's effects, consuming the Echo."
Twist of Light needs 30 points in Retribution, so 40 is the earliest you can take it. It makes seal swapping worthwhile: swap from Seal of Command to another Seal and your next swing still gets Seal of Command's effect.
Why not Repentance? It's a strong crowd control against humanoids and good in PvP, but it doesn't add damage on every pull. You can pick it up later in the build.
Levels 41 to 50: Champion of the Light and Divine Strength
Points: 10 - 3 Retribution, 7 Holy - level 50 build.
- 41-43: Champion of the Light 3/3. "Increases your spell damage by up to 60% of your Intellect." Your Intellect now adds spell damage, so a big mana pool pays off twice.
- 44-48: Divine Strength 5/5 (Holy). "Increases your Strength by 10%."
- 49-50: Improved Seals 2/3. "Increases the damage done by your Seals and Judgements by 10%."
Hammer of Wrath arrives at 44: "Hurls a hammer that strikes an enemy for 286 to 314 Holy damage. Only usable on enemies that have 20% or less health." Cleanse comes at 42.
Levels 51 to 60: Improved Seals and the finishing touches
Points: 10 - 1 Holy, 9 Retribution - level 60 build.
- 51: Improved Seals 3/3. "Increases the damage done by your Seals and Judgements by 15%."
- 52-56: Deflection 5/5. "Increases your Parry chance by 5%." Less damage taken in every fight.
- 57: Repentance. "Puts the enemy target in a state of meditation, incapacitating them for up to 6 sec. Any damage caused will awaken the target. Only works against Humanoids." Crowd control for the extra humanoid in a pull.
- 58-59: Eye for an Eye 2/2. "All critical strikes against you cause 10% of the damage taken to the attacker as well. The damage caused by Eye for an Eye will not exceed 50% of the Paladin's total health."
- 60: Instrument of Law 1/2. "Reduces the cast time of your Hammer of Wrath by 0.5 sec, and reduces all threat you generate by 10% while Righteous Fury is not active."
At 60 you have 8/0/43: a full Retribution build with Seal of Command, Vengeance and Twist of Light, plus Holy's Strength and seal damage. Try it on our rotation simulator.
Paladin leveling rotation
A Retribution Paladin's rotation is built around keeping a Seal up and using Judgement and Holy Strike every time they're ready:
- Levels 1-19: Seal of Righteousness, Judgement (4) on cooldown, Holy Strike (6) on cooldown. Recast the Seal when it runs out.
- Levels 20-39: Seal of Command, Judgement and Holy Strike on cooldown. Consecration on groups. Exorcism on Undead and Demons. Hammer of Justice then Judgement for burst.
- Levels 40-60: the same, plus Hammer of Wrath below 20% health. With Twist of Light, swap Seals for utility without losing your Seal of Command swing.
- When things go wrong: Hammer of Justice, Flash of Light; Divine Protection or Divine Shield; Lay on Hands as a last resort.
Keep Blessing of Might or Blessing of Kings on yourself, and Retribution Aura or Devotion Aura up. Between pulls, heal with Holy Light and drink while you eat.

Paladin leveling tips and tricks
- Judgement doesn't use up your Seal. Use it every time it's ready.
- Holy Strike on cooldown. With Sacred Arbiter it also keeps your Judgement going.
- Stun, then judge. Seal of Command's Judgement does about double damage on a stunned target.
- Seal of Justice on runners. Its Judgement stops a mob from fleeing.
- Consecration for packs. It's cheap with Holy Conduit, and the first four mobs take extra damage.
- Heal between pulls, not during. Holy Light is efficient out of combat; save Flash of Light for fights.
- Group up for dungeons. Paladins can heal or deal damage, and blessings are welcome everywhere.
Should you level as Holy or Protection instead?
You can. Protection is very hard to kill and good at pulling several mobs with Seal of Fury, Templar's Bulwark and Holy Shield, but it kills each mob more slowly. Holy is a healing spec with Holy Shock and Light's Vigil, strong in dungeons and slow at questing alone. Retribution's burst with Seal of Command and Vengeance makes it the fastest way to level a Paladin. See our Protection and Holy class guides for those specs at 60.
